The TileMetadata idea could work, though there are potentially more compact ways to save the data. Also, just a thought, but in a truly polished game, I might not actually build the levels programmatically at all - I might create the whole thing in a 3D app as a single mesh (or possibly multiple meshes if I need to be able to hide some bits here and there). The amount of detail you would want to add such as decorations on the tiles would be difficult to add to any sort of data structure.
My workflow might look something like: rough out an enjoyable map using the board creator stuff, hand the data off to an artist, artist builds a super cool modeled and textured board that I can then load. I still have all the positions and heights so I know how to position characters on the board, but I wont actually instantiate any tiles on the final version. Maybe the tile highlights would still be created though? Could be worth playing around with other options.
