At the most basic level, I imagine loading a panel prefab and then presenting items on it in a grid-based system. However, the inventory I'm looking to create would be shown in a small space and would use up/down arrows to scroll through the inventory.
How would you approach implementing this?

I looked up the Unity scrollrect and it seems close to what I'm wanting to do, but not exactly. The scrollrect uses a scrollbar, whereas I'm looking to implement up/down arrows to scroll through the inventory. Any ideas?

The scrollrect is a good fit for you. It only shows a scrollbar if you connect one. If you want to use buttons for scrolling you can create another "controller" script which listens to the button events and then causes the scrollrect to scroll by fixed amounts (the size of the cells you want to scroll through).
